Why Water Level Changes The River Entirely
A rise or fall in flow alters current speed, feature behaviour and eddy availability, so the same rapid at two levels is effectively two different pieces of whitewater.

Paddlers talk about a river as though it were a fixed object with a known character. Level changes it so thoroughly that the description only holds within a narrow band.
Speed rises faster than depth
More water in a channel means both greater depth and greater velocity, and the increase in velocity is what changes the paddling most.
Faster current shortens the time available for every decision, so a move that was comfortable becomes rushed and a mistake becomes harder to correct.
Force on a boat or a body rises steeply with speed, which is why the consequences of a pin or a swim escalate disproportionately with level.
Features wash out and new ones form
Rocks that formed a technical rapid at low water become submerged at high water, and the rapid may become a straightforward wave train.
In their place, new hydraulics form where the water pours over larger submerged features, and these can be considerably more powerful than anything present at lower flows.
Some rapids therefore have a difficult range in the middle, being easy at low and high levels and hardest somewhere between, which is why level-specific descriptions matter.
Eddies are the currency that disappears
Eddies behind rocks and on the inside of bends are where paddlers stop, regroup, scout and rest. They are how a river is broken into manageable sections.
At high water many eddies wash out entirely, and those remaining are turbulent and hard to enter. A river with no eddies is a continuous commitment rather than a sequence of rapids.
This is why high water raises the seriousness of a run even where the individual rapids do not look harder from the bank.
Low water has its own hazards
Falling levels expose rock, and the risk shifts from powerful hydraulics to pinning, entrapment and impact injuries in shallow water.
Undercuts and sieves that were submerged and passable become exposed and dangerous, and the lines through a rapid may cease to exist.
Portages also lengthen, and a low river can take far longer to descend, which turns a day trip into a longer one with the associated cold and fatigue.
Reading gauges is a local skill
Gauges report a height or a flow rate, and the meaningful thing is what that number corresponds to on that specific river, which local paddlers establish over years.
Levels also change during a day, particularly on rivers fed by rainfall or snowmelt, so a reading taken in the morning may not describe the afternoon.
Current gauge data, recent reports from local clubs and instruction from qualified coaches are how paddlers develop this, and no general rule substitutes for knowledge of the specific river.
